Georgia College and State University Student Housing
Georgia College & State University had a total student enrollment of 4,300, and only 1,000 on-campus beds. The university desired to increase its ratio of students living on campus in order to create a true “live and learn” liberal arts environment. Carter, working with the Georgia College & State University Foundation and the Board of Regents of the University System of Georgia, assisted with the assessment of the existing housing by providing comprehensive physical audits of each facility. Through pro-forma cost models, Carter verified that the project was feasible with bond financing, and provided consultation to the Foundation throughout the $55 million bond issuance process. Carter also oversaw the RFP selection process for the housing developer and underwriters.
