Frank brings a broad range of construction and development experience to Carter, including mixed-use, hospitality and healthcare projects.

Frank joined Carter in 2015 as Vice President in Carter’s Program Management practice. Currently, he is serving as Project Executive for the $220 million City Springs project in Sandy Springs, Georgia. In that regard, Frank is working directly with the City and is focused on the public components of this mixed-use development including a new city hall, a 1,100 seat performing arts center, and a multi-use park over subterranean parking. With experience as an architect, attorney, contractor and owner representative for more than twenty-five years, Frank provides value to his clients in many different areas.

Prior to joining Carter, Frank served in various roles with two multi-national development and construction firms, with work in the United States, Mexico and the United Kingdom. Frank has degrees in Architecture and Building Science from Auburn University and a law degree from the University of Georgia. He currently teaches graduate-level courses in Program Management in the School of Building Construction at Georgia Tech.

Away from work, Frank enjoys reading, traveling with his family, and playing dad to his twin son and daughter.  He coaches youth sports and is active in his neighborhood church and school.
