In a similar vein, Scott Taylor, president of Carter, a real estate development, investment and advisory firm in Atlanta, said it would be difficult under the current market conditions to pre-build an office building on the site and expect a business to buy into it.

He expects a large buyer or tenant would have to be committed for the project to secure financing.

“We think a critical component for that site is some sort of office build-to-suit use,” he said.

The tenant or buyer – someone willing to purchase several hundred thousand square feet of office space – would be needed to support the redevelopment as the other phases are constructed, Taylor said.

This entity would bring jobs with it, with those workers being potential residents of any new housing projects and customers for any new retail.
